When I meet with the German Leader Frederick, the graphics appear corrupted. what is wrong with the game?

It appears Microprose forgot to convert Frederick's picture to ILBM format. It is saved as an IFF-PBM image (IIRC) and can be converted with something like GfxCon (on Aminet as gfx/conv/gfxcon.lha).

How can I increase the speed of the game?

If you mean speeding up the action, there are a couple of hacks available that can alter the effects, such as screen fading, etc to make them faster. Try game/patch/CivAGApatch.txt.
